Substitute Procedures 11 A-1- Staffing The approved mechanism for assignment of district substitutes is AESOP. Certified staff under contract to BAPS are required to report all absences via AESOP, whether or not their absence requires a substitute. Teachers shall report/call-in no later than 6:30 a.m. for secondary and 7:30 a.m. for elementary the day of absence. Certified substitutes are given priority in assignment to open positions. Only certified teachers are placed in long-term assignments (those exceeding 20 consecutive days in length). Assignments necessitating a long-term substitute will be staffed directly by the Substitute Coordinator. An uncertified substitute will not be assigned to a classroom for a length of time in excess of 20 days. Should 20 days pass and the regular classroom teacher by unable to return, the Substitute Coordinator will notify the HRD. Every attempt will be made to staff the assignment with a certified substitute, i.e., reassignment of a certified substitute presently in another short-term assignment, recruitment of a certified retiree, assistance from a neighboring district, etc. Should the district be unable to assign a certified substitute to a long-term assignment (greater than 20 consecutive days), the HRD will notify the principal at the affected site and a coordinated communication to parents will be prepared and disseminated to students impacted. Reference HR11.23. 11-A-2- Complaints Re Substitutes Complaints from sites regarding performance, inappropriate behavior, failure to comply with district policy and procedure, etc., of a substitute will be emailed to the Substitute Coordinator. The Substitute Coordinator will notify the substitute of the complaint. Should the nature of the complaint be such that the safety of students or staff is in question, the Substitute Coordinator will gather relevant information and forward to the HRD immediately for resolution. The decision to remove a substitute from AESOP will be made by the HRD. A substitute will typically be removed from AESOP once the substitute office has received three (3) complaints from three (3) different sites. Serious complaints leading to concerns for students and staff may justify immediate removal of the substitute from active status. In either case, a letter will be sent to any substitute removed from AESOP notifying them of the circumstances of the removal. 11-A-3- Substitute Training Substitutes for Broken Arrow Public Schools will receive training in a Substitute Workshop. Workshops are scheduled on an as needed basis as necessary to retain sufficient substitutes to cover classes. Substitute training will include, but not be limited to, information on timekeeping, classroom discipline, performance responsibilities, IRC Section 3121 plan participation, use of AESOP, substitute code of ethics, pay dates, site locations, etc. Substitutes are required to successfully complete an OSBI background check prior to being assigned to a classroom. Substitutes desiring to substitute for BAPS will pay $20 to offset the cost of the background check. A copy of the completed background check is available to the substitute upon request. 11-A-4- Payment of Substitutes Substitutes are responsible for submitting timesheets timely to the Substitute Coordinator. Substitutes are paid biweekly, provided the timesheet is submitted by the deadline. The substitute rate is set by the Board of Education. Substitutes are compensated as per their certification status. Substitutes assigned to special education classrooms will receive $10/day more than the approved substitute rate. Certified substitutes in assignments exceeding 30 days will be placed on a temporary contract or contract for teacher on leave of absence.
